Any person who shall hear, see, or know of any person violating any of the provisions of R.S. 53:207 and 53:208 shall immediately report the violation to an officer authorized to make arrests in such cases. The officer shall arrest the person against whom the charge has been filed, and immediately take him before the district attorney of the parish, who shall thoroughly investigate the charges, and file any information necessary.
