The state or any political subdivision of the state may accept any offer of equipment, supplies, materials or funds for war-time or defense activities made by the United States of America or by any officer or agency thereof, subject to the terms of the offer and to the rules and regulations of the offeror. If the state is the offeree the governor shall designate some state officer, and if a political subdivision is the offeree the chief executive officer shall designate one of its officers, who shall accept the offer on behalf of the offeree.
