The Louisiana Department of Health being designated by law as the sole agency in Louisiana for carrying out the purposes of the National Mental Health Act, Public Law 79-487 1; the Maternal and Child Health and Mental Retardation Planning Amendments of 1963, Title VII of Public Law 88-156 2; the Mental Facilities Construction Act, Part C of Title I of Public Law 88-164 3; and the Community Mental Health Centers Act, Title II of Public Law 88-164 4, shall be assisted by the advisory councils, as required by federal law, hereinafter created and established.
