A. (1) The Louisiana Department of Health shall annually prepare a health report card indicating the overall state of health in Louisiana concerning but not limited to the following issues:
(a) Health findings of major diseases.
(b) Teenage pregnancy and birth rates.
(c) Rates of low birth-weight babies.
(d) Suicide rates.
(e) Sexually transmitted diseases.
(f) Incidence of drug addictions.
(g) Violent deaths.
(h) Morbidity rates.
(i) Health assessment programs and results.
(j) Results of preventive health outreach programs.
(k) An assessment of the state healthcare delivery system.
(2) The report shall include information on each parish and the state as a whole and a comparison of that data with data from other states and from prior years, and, if available, variations and changes according to different segments of the state's population.
(3) Any benefits plan that contracts with the state to provide or coordinate the provision of healthcare services to a Medicaid recipient or other person whose enrollment costs are paid wholly or in part by the state under a Medicaid waiver shall submit a report card indicating the overall health of those enrollees whose costs are paid wholly or in part by the state concerning but not limited to the issues delineated in Paragraph (1) of this Subsection. Such report card shall be prepared and submitted in accordance with guidelines established by the department and shall be included in the written report described in Subsection C of this Section.
B. The department may conduct hearings and call upon other state agencies, boards, commissions, and departments to assist in the furnishing, compiling, and analyzing of the data required to prepare the report.
C. The department shall submit the written report to the governor, and to each member of the legislature, at least sixty days prior to each regular session, together with recommendations for improving the overall health status on each issue.
D. The department shall promulgate rules and regulations, in accordance with the Administrative Procedure Act, to implement this Section.
