Louisiana Revised Statutes Tit. 33, § 4159.4. Estimated billing; prohibited

Any bill for services submitted by the Sewerage and Water Board of New Orleans to a customer shall reflect the charge for actual services provided to the customer, unless the customer voluntarily enrolls in a fixed billing program. No customer shall receive a bill based on estimated services.
