A. The lawful use of a building or premises exactly as such use existed at the time of the enactment of any regulation affecting it may be continued although such use does not conform with the provisions of such regulation. The city council may provide for the termination of nonconforming uses either by specifying the period or periods within which they shall be required to cease or by providing a formula or formulas whereby the compulsory termination of a nonconforming use shall be so fixed as to allow a reasonable period for the recovery or amortization of the investment in the nonconformance or with adequate compensation by a court of competent jurisdiction.
B. The city council may in its discretion provide by ordinance for the resumption, restoration, reconstruction, extension, or substitution of nonconforming uses upon such terms and conditions as may be set forth in the ordinance.
