All employees heretofore engaged in the performance of duties in any agency in the exercise of functions transferred by this Part to the secretary shall be transferred with such functions to Department of Conservation and Energy to the full extent necessary to carry out the purposes of this Chapter and shall, so far as practicable and necessary, continue to perform the duties heretofore performed, subject to the state civil service laws and regulations and the laws and regulations governing the state employees retirement system.
