A. Any veteran eligible for treatment in a United States veterans hospital who has been committed to a psychiatric hospital within the state may be transferred to a United States veterans hospital.
B. The transfer shall be by order of the committing court or by order of the director or administrator of the psychiatric hospital in which the veteran is confined or by order of the division if the veteran is on leave.
