Nonstate operated agencies and facilities desiring to participate in payment under this Part shall:
(1) If otherwise required by statute or regulation, be duly licensed by the state of Louisiana through its agent, the Department of Children and Family Services or Louisiana Department of Health.
(2) Submit to the Department of Children and Family Services or Louisiana Department of Health or the Department of Public Safety and Corrections on or before August first, or at a time set by the department, a statement requesting participation and funding under this Part for the succeeding fiscal year.

(4) Be subject to audit by the Department of Children and Family Services or Louisiana Department of Health or the Department of Public Safety and Corrections and the legislative auditor, and shall retain and make available such records and documents as are required to complete such audit.
