An agency, department, air pollution control district, or political subdivision of the Commonwealth, including the Transportation Cabinet, shall not adopt or enforce standards relating to control of emissions from new motor vehicles that are identical to the standards established by the State of California, pursuant to 42 U.S.C. sec. 7507 of the Clean Air Act.
