(1) The Department of Juvenile Justice shall promulgate and enforce administrative regulations to govern at least the following aspects of the operation of facilities:
(a) Administration;
(b) Personnel;
(c) Training and staff development;
(d) Recordkeeping;
(e) Physical plant;
(f) Security and control;
(g) Safety and emergency procedures;
(h) Sanitation and hygiene;
(i) Medical and health services;
(j) Food services;
(k) Intake and classification;
(l) Programs and services;
(m) Residents' rights;
(n) Rules and discipline;
(o) Admission procedures;
(p) Communication, including mail, visitation, and telephone;
(q) Release preparation and transfer programs;
(r) Volunteer involvement;
(s) Transfers;
(t) Reimbursement rates and conditions; and
(u) Detention facility rate increases.
(2) Administrative regulations promulgated under this section shall specifically identify new requirements of the law which increase the cost of operating a juvenile facility not operated by the Department of Juvenile Justice. The administrative regulations shall identify the amount and source of funding for compliance with the new requirements.
