The state board of regents, upon receipt of the consideration described in the contract set out in section 1, 1 is hereby authorized to convey the lands described in said contract to the urban renewal agency of Kansas City, Kansas. The deed conveying such lands shall be signed by the chairman of the board of regents and attested by the secretary of the board, and before being executed by said officers shall be subject to the approval of the attorney general of the state of Kansas.
