Whenever it becomes necessary to acquire the land mentioned in K.S.A. 76-2018 and whenever in the opinion of the attorney general there has been deposited with the clerk of the district court of the county in which such land is located sufficient money to pay any and all claims, it shall be the duty of the attorney general to file condemnation proceedings and such proceedings shall be conducted in the manner as provided in article 3 1 of chapter 26 of the General Statutes of 1935, insofar as same is applicable.
