The state board of social welfare is hereby authorized to convey to the Topeka association for retarded children, inc., part of the property known as the “Kansas neurological institute,” described as follows: Commencing at the southeast corner of the west half of the northeast quarter (W 1/2 NE 1/4 ) of section eleven (11), township twelve (12), range fifteen (15), east of the 6th P.M., thence west 300 feet, thence south 300 feet, thence east 300 feet, thence north 300 feet to the place of beginning, all in the city of Topeka, Shawnee county, Kansas. Said board is authorized to secure approval from the proper agency of the federal government for such conveyance and to sign whatever documents are needed to effect the transfer of said property, including any documents required by the federal government, or any agency thereof, and any documents required by Kansas law to effect the transfer of title from the state of Kansas to the Topeka association for retarded children, inc. Before signing any of said documents, the state board of social welfare shall satisfy itself that the conveyance of the above described land will in no way affect its existing title to the remainder of the property known as the “Kansas neurological institute,” and also that the property being transferred will be used for the purposes of the construction and continued operation by the Topeka association for retarded children, inc., or its successors of a center for the care, education, training and treatment of retarded persons.
