The state board of administration 1 is hereby authorized, empowered and directed to provide modern dental care and treatment for all persons confined in or who are patients of the state hospitals, charitable and penal institutions. The expense of furnishing such care and treatment shall be paid in the same manner as other maintenance expenses of persons confined in said hospitals.
