[The title to the act follows: “An act authorizing and empowering the board of control of charitable institutions to deed, grant, and convey to the Missouri, Kansas and Texas railway company, lots 9, 10, 11, and 12, in block 5, in Parkview addition, to the city of Parsons, Labette county, Kansas; upon the terms herein named.”]  1
