The state forestry, fish and game commission is hereby authorized and directed to convey to the city of Garden City, Kansas, an easement in lots three (3), four (4), five (5), and six (6) and the north half of the southwest quarter (N 1/2 SW 1/4 ) and the northwest quarter of the southeast quarter (NW 1/4 SE 1/4 ) of section twenty-four (24), township twenty-four (24) south, range thirty-three (33) west, Finney county, Kansas, for the purpose of installing, operating and maintaining wells and other appurtenant works and facilities to supply water for municipal use: Provided, however, That the commission reserve the right to use any water on or under the area for any and all needs of the state and the commission.
