In the event that an election is to be called as determined in K.S.A. 71-1410, in not less than forty-five (45) days and not more than sixty (60) days the county election officer shall make one publication notice calling such election, and stating the ballot title and proposition to be voted upon. Each ballot used in such election shall contain a ballot title giving a brief and clear description of the proposed change, specifying the existing and proposed method of election and voting plan. The ballot title shall be followed by the proposition which shall be stated as follows: “Shall a change in the method of election, as described in the ballot title above, be approved?” When the results of any such election are determined by the county board of canvassers as provided by law, the county election officer shall promptly notify the state board thereof.
