All state institutions and agencies shall obtain a permit from the secretary under the provisions of K.S.A. 65-3407 and shall also comply with all other provisions of this act: Provided further, That such institutions and agencies may contract with any person, city, county, other political subdivision or state agency to carry out their responsibilities under the act.
