Information obtained by the secretary under K.S.A. 65-1,115 is confidential and shall not be disclosed except as provided in this section. The secretary may disclose information obtained under K.S.A. 65-1,115: (a) Upon the consent, in writing, of the person who is the subject of the information, or if such person is under eighteen (18) years of age, by such person's parent or guardian; or (b) upon the request of an organization or scholarly investigator for legitimate research or data collection purposes, so long as such information is disclosed in a manner which will not reveal the identity of the persons who are the subject of the information.
