The sections and provisions of this act are severable and are not matters of mutual
essential inducement, and it is the intention of the legislature to confer the whole
or any part of the powers herein provided for and if any section, provision or part
or parts thereof are for any reason held unconstitutional, void or inoperative, it
is the intention that the remaining sections, provisions and parts thereof shall remain
in full force and effect.
