For the purpose of hearing or conducting any appeal authorized to be heard by the
secretary, the secretary shall have power to examine, or cause to be examined, under
oath, any licensee, the director, or other person, and to examine or cause to be examined
books and records of any such licensee; to hear testimony and take proof material
for its information in hearing such appeal; to administer or cause to be administered
oaths; and for any such purposes to issue subpoenas to require the attendance of
witnesses and the production of books which shall be effective in any part of this
state; and any district court or any judge thereof either in term time or vacation,
may by order duly entered, require the attendance of witnesses and the production
of relevant books subpoenaed by the secretary and the district court or judge may
compel obedience to the order by proceedings for contempt.
