(a) Election commissioners shall procure a seal of office, properly inscribed, and shall authenticate all official acts of the commissioner with such seal. The commissioner shall have full and complete power and authority over all elections in the county and shall see that such elections are conducted according to law.
(b) The election commissioner and assistant election commissioner shall have the general powers of a notary public in the performance of all notarial acts.
