Sec. 3. The chief administrative officer of the commission shall be the secretary of education. The chief administrative officer shall provide office facilities and personnel to keep adequate records pertaining to the commission's business and may designate a professional employee of the department of education as executive secretary. It shall be the duty of the executive secretary to conduct business as directed by the commission.
