Sec. 5. Concurrent jurisdiction under this chapter must be perfected as follows:
(1) An agent of the United States having supervision and control over Indiana military property must provide a written request to the governor to establish concurrent jurisdiction.
(2) The governor must accept the request for concurrent jurisdiction on behalf of the state.
(3) The request, with the governor's acceptance, must be:
(A) recorded in the office of each county where the Indiana military property is located; and
(B) filed in the land office.
