Sec. 3.5. The Indiana department of health may not process a birth certificate with respect to a record for adoption that the Indiana department of health receives under this chapter unless the following has occurred regarding the adoption:
(1) The adoption history fee and the putative father registry fee have been paid to the Indiana department of health as required under IC 31-19-2-8.
(2) The report required to be prepared under IC 31-19-17-2 has been submitted to the Indiana department of health.
