Sec. 5. (a) An individual property owner shall have the water tested through the local health department's water testing program.
(b) If the local health department testing indicates further testing for dioxin is necessary, the state department shall coordinate with the property owner to obtain a water sample in the manner necessary for dioxin testing and perform the testing in accordance with federal Environmental Protection Agency standards.
