Sec. 18.6. (a) As used in this section, “substantial alteration” means a conspicuous, exterior material change in a historic site or historic structure which, in the good faith judgment of a state college or university, affects the historic character of the historic site or historic structure.
(b) If a proposed project of a state educational institution involves the substantial alteration, demolition, or removal of a historic site or historic structure, the state educational institution shall submit a description of the proposed project to the division and publish a notice describing the project one (1) time in a newspaper of general circulation in the county in which the proposed project is located. The submission of the description and the publication of the notice must be at least thirty (30) days before the commencement of the proposed project.
