Sec. 3. A household that, at the time of the office of the secretary's initial determination of the household's income eligibility for purposes of entry into the CCDF program:
(1) subject to federal law, has a parent or guardian who is working or attending a job training or an educational program;
(2) has a household income that does not exceed eighty-five percent (85%) of Indiana's state median income for the household's family size;
(3) includes a child care employee (as defined in IC 12-17.2-7.2-0.5); and
(4) otherwise meets federal eligibility requirements for the CCDF program;
is eligible for assistance under the CCDF program.
