Sec. 1. (a) The Indiana cyber civilian corps program advisory board is established within the military department.
(b) The advisory board is composed of the following members:
(1) The adjutant general or the adjutant general's designee.
(2) The director of information technology services who is employed by a state agency or political subdivision and who is appointed by the chief information officer, or the director's designee.
(3) The superintendent of the state police department or the superintendent's designee.
(4) The designee of the Indiana Executive Council on Cybersecurity.
(5) A mayor or county commissioner appointed to the advisory board by the governor.
(6) A designee of the president pro tempore of the senate.
(7) A designee of the speaker of the house of representatives.
(8) A designee of the minority leader of the senate.
(9) A designee of the minority leader of the house of representatives.
(c) The member described in subsection (b)(1) shall serve as the chairperson for the advisory board.
(d) This subsection applies to a member described in subsection (b)(5), (b)(6), (b)(7), (b)(8), or (b)(9). The following apply:
(1) The member serves a four (4) year term that ends on June 30 of the second odd-numbered year after the year the member's term begins.
(2) The member serves at the pleasure of the member's appointing authority.
(3) The member's appointing authority may appoint an individual to fill a vacancy for the remainder of the term of the member the individual is appointed to succeed.
(4) A member may be reappointed to subsequent terms.
(e) The advisory board shall review and make recommendations to the adjutant general regarding the policies and procedures used by the adjutant general in implementing this chapter.
(f) The advisory board shall meet at the call of the chairperson at least two (2) times each year.
(g) The advisory board shall review and make recommendations regarding:
(1) how to develop and implement an Indiana cyber civilian corps program;
(2) how to best administer an Indiana cyber civilian corps program;
(3) how and when to deploy an Indiana cyber civilian corps program volunteer; and
(4) how to define an eligible Indiana cyber civilian corps program client.
(h) The advisory board shall assess the estimated cost to most financially efficiently establish an Indiana civilian cyber corps program.
(i) The adjutant general shall provide staff support and technical assistance to the advisory board to carry out the advisory board's duties under this chapter.
(j) On or before November 1, 2023, and each year thereafter, the advisory board shall report its findings and recommendations in an electronic format under IC 5-14-6 to the legislative council.
