§ 25. Prohibited purchases. No resale dealer under this Act shall purchase or accept any goods or articles if:
(1) the seller is less than 18 years of age;
(2) the seller fails to present the appropriate form of identification as required by subsection (b) of Section 15; or
(3) the article to be purchased had an original manufacturer's serial number at the time it was new, but no longer legibly exhibits such number.
