§ 24. The Comptroller may adopt, amend or repeal such rules, not inconsistent with the law, as may be necessary to enable him to administer and enforce the provisions of this Act. All such action shall be taken according to the provisions of “The Illinois Administrative Procedure Act”, approved September 22, 1975, as amended.  1
