§ 15. The Warden of the jail shall furnish each committed person daily with as much clean water as may be necessary for drink and personal cleanliness, and serve him three times a day with wholesome food, well cooked and in sufficient quantity. The Warden of the jail in counties of the first and second class shall procure at the expense of the county, all necessary foods and provisions for the support of the committed persons confined in the jail, and shall employ suitable persons to prepare and serve the food for the committed persons, or otherwise provide suitable food service.
