§ 32. Absentee voting. All absentee voting shall be conducted in accordance with the applicable provisions of Article 19 of the Election Code 1 which are not inconsistent with the provisions of this Act, except that the Department shall be substituted for the county clerk in instances referring to application, mailing or delivery, folding, depositing and receipt of ballots.
