§ 25-40. Members of the Committee. Within 60 days after September 3, 1991 (the effective date of Article 1 of Public Act 87-230), the appointing authorities shall appoint the initial members of the Committee as follows:
(1) The chairman of the county board of Boone County, with the advice and consent of the county board, shall appoint 2 members, one of whom shall not be a member of the county board.
(2) The mayor of the City of Belvidere, with the advice and consent of the city council, shall appoint 2 members, one of whom shall not be a member of the city council.
(3) The supervisor of Belvidere Township, with the advice and consent of the township board of trustees, shall appoint one member.
(4) The boards of trustees of all townships within Boone County, except Belvidere Township, shall collectively appoint one member.
(5) The president of the Belvidere Park Board, with the advice and consent of the park board, shall appoint one member.
(6) The chairman of the county board of Boone County, with the advice and consent of the county board, shall appoint 2 members from nominations submitted by community organizations.
(7) The school board of Belvidere Community Unit School District Number 100 shall appoint one member.
(8) The school board of North Boone Community Unit School District Number 200 shall appoint one member.
The initial members of the Committee shall serve for terms determined by lot at the first meeting of the Committee as follows: 4 members for a term of one year; 4 members for a term of 2 years; and 3 members for a term of 3 years. The successors of the initial members shall be appointed in like manner for 3 year terms from the date of appointment, except in case of an appointment to fill a vacancy for an unexpired term.
