§ 21-1. Powers and obligations under this article. The city of Chicago upon the adoption of this article in the manner stated in sections 21-2 to 21-4 inclusive, in addition to all of the rights, powers, privileges, duties, and obligations conferred thereon elsewhere in this or any other Acts, shall have the rights, powers, and privileges, and shall be subject to the duties and obligations conferred in this article. The provisions in other articles of this Act shall be in full force and shall continue to apply to the city of Chicago insofar as they are not inconsistent with the provisions of this article, but the provisions of this article shall supersede all inconsistent provisions in the other articles of this Act.
