§ 5. Purpose. The General Assembly declares that it is the public policy of the State to promote and encourage the use of electric vehicles as a means to improve air quality and reduce the risks from global warming in the State and to meet the requirements of the federal Clean Air Act. 1 The General Assembly further declares that the State can play a leadership role in increasing usage of vehicles powered by electricity.
