Illinois Statutes Chapter 410. Public Health § 25/2. Statement of Findings and Purpose

(a) Public facilities and multi-story housing which contain environmental barriers create a serious threat to the safety and welfare of all members of society.

(b) Individuals with disabilities are often denied access to and use of public facilities and multi-story housing due to environmental barriers which prevent them from exercising many of their rights and privileges as citizens.

(c) The integration of individuals with disabilities into the mainstream of society furthers the goals and policies of this State to assure the right of all persons to live and work as independently as possible and to participate in the life of the community as fully as possible.

Therefore, eliminating environmental barriers is an object of serious public concern. This Act shall be liberally construed toward that end.
