§ 5. Legislative intent. It is declared that within the State of Illinois the improper service of fire sprinkler systems and associated components creates conditions that may adversely affect the public health and general welfare. Therefore, the purpose of this Act is to protect, promote, and preserve the public health and general welfare by providing for the State administrative control, supervision, licensure, and regulation of persons involved in the service of fire sprinkler systems, ensuring that those who hold themselves out as possessing professional qualifications to engage in service of fire sprinkler systems are qualified to render service, and providing for the high standards of professional conduct by those licensed to service fire sprinkler systems. This Act shall be liberally construed to promote the public interest and to accomplish the purpose stated in this Section.
