§ 31. Restoration from disciplinary status.
(a) At any time after the successful completion of a term of probation, suspension, or revocation of a license or registration under this Act, the Department may restore the license or registration to the licensee or registrant, upon the written recommendation of the Board, unless after an investigation and a hearing the Department determines that restoration is not in the public interest.
(b) If the circumstances of suspension or revocation so indicate, the Department may require an examination of the licensee or registrant prior to restoring his or her license.
(c) A person whose license or registration has been revoked under this Act may not apply for restoration of that license or registration until authorized to do so under the Civil Administrative Code of Illinois. 1
(d) A license or registration that has been suspended or revoked shall be considered nonrenewed for purposes of restoration and a licensee or registrant restoring his or her license or registration from suspension or revocation must comply with the requirements for restoration as set forth in Section 16 and any related rules adopted.
