§ 1. Scope. This Act shall apply to:
(1) companies organized or operating prior to the effective date of this Act, under an Act entitled, “An Act relating to local mutual district, county and township insurance companies”, approved March 13, 1936, as amended, 1 and
(2) any fire insurance company, corporation or association operating in this State under a special charter and heretofore subject to “An Act relating to local mutual district, county and township insurance companies”, approved March 13, 1936, as amended.
