§ 5-625. Department regulations. The director of each department (see Section 5-10 of this Law for the definition of “director”) is empowered to prescribe regulations, not inconsistent with law, for the government of the director's department, the conduct of the department's employees and clerks, the distribution and performance of the department's business, and the custody, use, and preservation of the records, papers, books, documents, and property pertaining to the department.
