§ 11. Any person who is adversely affected by a final decision of the State Board may have such decision judicially reviewed. The provisions of the Administrative Review Law, as now or hereafter amended, 1 and the rules adopted pursuant thereto shall apply to and govern all proceedings for the judicial review of final administrative decisions of the State Board. The term “administrative decisions” is as defined in Section 3-101 of the Code of Civil Procedure. 2 In order to comply with subsection (b) of Section 3-108 of the Administrative Review Law 3 of the Code of Civil Procedure, the State Board shall transcribe each State Board meeting using a certified court reporter. The transcript shall contain the record of the findings and decisions of the State Board.
