§ 4. There is created the Department on Aging. The Director of the Department on Aging, in conjunction with the Director of the Department of Public Aid shall prepare and implement a plan to transfer all personnel, materials, books, records, appropriations and equipment related to “Services to Older People” in the Department of Public Aid as described in Article VIII of, “The Illinois Public Aid Code”, 1 to the Department on Aging by the effective date of this Act. The Department on Aging shall administer programs related to “Services to Older People”, described in Article VIII of, “The Illinois Public Aid Code”, on the effective date of this Act.
Upon the effective date of this Act, the Department on Aging shall be the single State agency for receiving and disbursing federal funds made available under the “Older Americans Act”. 2
