§ 1005-130. Exchange of information for child support enforcement.
(a) The Department has the power to exchange with the Department of Healthcare and Family Services information that may be necessary for the enforcement of child support orders entered pursuant to the Illinois Public Aid Code, 1 the Illinois Marriage and Dissolution of Marriage Act, 2 the Non-Support of Spouse and Children Act, 3 the Non-Support Punishment Act, 4 the Revised Uniform Reciprocal Enforcement of Support Act, 5 the Uniform Interstate Family Support Act, 6 the Illinois Parentage Act of 1984, 7 or the Illinois Parentage Act of 2015.
(b) Notwithstanding any provisions in the Civil Administrative Code of Illinois 8 to the contrary, the Department of Employment Security shall not be liable to any person for any disclosure of information to the Department of Healthcare and Family Services (formerly Illinois Department of Public Aid) under subsection (a) or for any other action taken in good faith to comply with the requirements of subsection (a).
(c) The Department, in collaboration with the Department of Healthcare and Family Services and the Department of Central Management Services, shall implement a pilot program that seeks to connect parents in arrearage on child support obligations with work opportunities. The work opportunities provided to program participants shall include opportunities offered by employers located in the State of Illinois including, but not limited to, State employment. The pilot program shall end on June 30, 2025. No later than 60 days after the end of the pilot program, the Department shall provide a program report to the General Assembly. This subsection is repealed on January 1, 2026.
