Notwithstanding the provisions of section 19-4705, Idaho Code, to the contrary, fines remitted for violations of this chapter shall be apportioned ten per cent (10%) to the state treasurer for deposit in the general account, twenty-two and one-half per cent (22 1/2 %) to the district court fund and sixty-seven and one-half per cent (67 1/2 %) to the sheriff of the county in which the violation occurred to be used to enforce boating and other water related laws.
