No agreement entered into pursuant to this act for conveyance, transfer or exchange of real or personal property between units of government or districts shall be valid unless said agreement shall be approved after notice as provided herein by a two-thirds ( 2/3 ) vote of each governing body, except no such approval shall be required from the United States or the state of Idaho.
