(1) Upon the failure or refusal of the official or agency in charge of any state public building to comply with the recommendations of the administrator of the division of occupational and professional licenses, the administrator may hold a hearing, pursuant to the provisions for contested cases under the administrative procedure act, as provided in sections 67-5240 et seq., Idaho Code.
(2) The administrator is empowered to conduct such hearing and render a decision. The administrator shall transmit a copy of the decision to the official or agency in direct control of the public building and to the governor.
