The appointment or constitution, and the organization, powers and duties of such other state boards and commissions as are authorized and provided for by law, for the administration of departments of the government, or the supervision, direction and control of the educational, charitable, penal or other institutions, of the state, and the election or appointment, and the powers and duties, of officers and employees working under or in cooperation with such boards or commissions, or independently thereof in the administration of departments or branches of the state government, are provided for in this code in the titles and chapters treating of the institutions or departments of government supervised and administered by such boards, commissions, officers or employees.
