(1) There is hereby established in the division of occupational and professional licenses a state board of podiatry to be composed of five (5) members to be appointed by the governor in the manner hereinafter set forth. Four (4) members shall be podiatrists, duly licensed under the laws of the state of Idaho, and who have been continuously engaged in the practice of podiatry for a period of not less than five (5) years prior to their appointment. The fifth member of the board shall be a layman, and resident of the state of Idaho for a period of not less than five (5) years prior to his appointment. All appointments to the board shall be made for terms of four (4) years, and all board members shall serve at the pleasure of the governor. Vacancies on the board, occurring for any reason, shall be filled by the governor. The governor in making appointments shall give consideration to but shall not be bound by the recommendations received from the Idaho podiatric medical association.
(2) The board shall select a chairman and a vice chairman annually. The chairman shall be a podiatrist. The board shall meet at least annually for the purpose of transacting any business which may lawfully come before it. The board may meet in special session at the call of the chairman, or at the call of not less than two-thirds ( 2/3 ) of the membership of the board. The members of the board shall each be compensated as provided by section 59-509(m), Idaho Code.
(3) Examinations of applicants may be conducted by the board or by designated representatives of the board.
(4) A quorum will consist of at least three (3) members of the board. The chairman, or person acting as such, will vote only in the case of a tie.
